Borough Council
The Borough Council is made up of 6 members. The Council creates ordinances and resolutions as allowed by the Borough Code. They appoint all officers and hire all employees as well as fix salaries. Council appoints the solicitor, auditor, engineer and banking depositories.There is a Council President, who opens and chairs all meetings, a Vice-President who acts in the Presidents stead, and committees of Council delegated with tasks of Finance, Public Safety, Streets, Employee Benefits, Water and Sewer, Grants, and other issues. These committees meet on an as needed basis at the direction of the Council President.

Planning Commission
The Planning Commission is a 7 member Commission that reviews and makes recommendations to Borough Council on preliminary and final subdivision and land development plans. Ordinance Number 546 established the Wellsboro Subdivision and Land Development guidelines in July of 2000.
The Wellsboro Subdivision and Land Development Ordinance regulates the subdivision of land and land development in the Borough of Wellsboro, providing for the preparation of preliminary and final plans for such purposes requiring certain improvements to be made or guarantees to be made by the subdivider or developer, establishing standards for improvements and subdivision of land, regulating sale of lots, erection of buildings, laying out, construction, opening and dedication of streets, sewers, other facilities and public improvements in connection with subdivisions and land development.

Wellsboro Municipal Authority
The Wellsboro Municipal Authority is a five member Authority that owns and plans for capital improvements and expansion of the Wellsboro Water and Sewer Systems. The Authority leases both systems to the Borough of Wellsboro, which is responsible for maintenance and operation of each system.

Wellsboro Parks and Recreation Board
The Wellsboro Parks and Recreation Board consists of 9 members representing the Borough of Wellsboro, Wellsboro Area School District and the community. The board serves as an advisory committee to Wellsboro Parks and Recreation.

Civil Service Commission
This three (3) member Commission is appointed by Borough Council to oversee the hiring of Police Department Personnel. When notified of a vacancy within the department by the Borough council, it is the Commissions role to provide a fair and impartial process of choosing certain employees who are eligible for employment within the department.

The Grand Canyon Airport Authority is a collaboration of Wellsboro Borough and Delmar Township. All Meetings are held at the Wellsboro Johnson Airport.

The Borough of Wellsboro is served by dedicated community members who participate in various boards and commissions. These groups play a vital role in shaping our local government and municipal services.
All meetings are held in the council meeting room of the Borough Office located at 14 Crafton Street in Wellsboro PA unless noted and are open to the public.
Historical Architectural Review Board (HARB)
The Historic Architectural Review Board (HARB) is a seven member Board which considers applications and recommends to Borough Council property owners' proposed changes that would be visible from the street and that are pertinent to the preservation of the historic and/or architectural aspect and nature of the building, site, area or district. ORDINANCE Number 604 established the Historic District and guidelines in April of 2001.

Shade Tree Commission
The Shade Tree Commission is a five member commission which advises the Borough Council on the planting, maintenance and removal of trees in the public right of way.
The Shade Tree ORDINANCE No. 601 governs the Commission guidelines. All trees within the public right-of-way fall under the Shade Tree Regulations. Permits are required for removal, pruning, trimming, planting, or altering of shade trees in the public right-of-way. The Shade tree ordinance was updated and put into effect in July of 2000.

Parking Authority
The Wellsboro Parking Authority is a 5-member authority that was put in place to procure financing for the Pearl Street Parking lot. The authority now advises on two municipal lots and all regulated street parking withing the borough.
All meters in Wellsboro take quarters only. The Borough has two Municipal Parking Lots- one with Pearl Street access (2 hour limit-quarter per hour) and one with Water Street access (10 hour limit-quarter per two hour).

Zoning Hearing Board
The Zoning Hearing Board members are appointed by Borough Council. The Board is tasked with hearing and deciding requests for special exceptions to the zoning ordinance, appeals to a decision of the Zoning Officer, Challenges to the Validity of any Land Use Ordinance, and to hear and decide requests for variances to the Zoning Ordinance.
